It looks to me Mr. Cheeks bought the ticket after the incorrect numbers were posted.
I had noticed that, too. It seems extremely likely that he happened to have noticed the error and deliberately bought a ticket using the numbers from the website instead of a set of numbers he chose through some honest method. If a news org somehow got the actual identity of the winner then the winner didn't do this right. Ever since the entity law went into place, many FL jackpot winners have claimed a lottery anonymously.
The only visible names required for a FL LLC are the registered agent and authorized personnel.
They can be the same person/entity, usually a lawyer. Most winners who do this seem to use Kurt Panouses.

Arrested for buy too many Lottery tickets?
Any moron (store clerk or otherwise) can call the cops and say they think something is suspicious
Yeah, but they said, I was buying $400 worth of Cash-3 lotto tickets but I got arrested for spending that kind of money because they believed that it was drug related.
I suppose there are people believing $400 is an extraordinary amount of money, someone might think you're a drug dealer call the cops and they get arrested for carry and/or purchasing items with it, but I'm not that gullible
