Set One:
Even: 2, 6, 8, 10, 12, 14, 16, 18, 22, 28, 30, 32, 34, 36, 38
Odds: 1, 5, 7, 9, 17, 19, 21, 23, 27, 29, 35, 37
"Set One" has 27 numbers of the 39 possible.
Set Two: Using numbers witin the last "ten" draws only from "Set One".
Even: 6, 10, 12, 14, 18, 28, 32, 34, 36
Odds: 1, 5, 7, 9, 17, 21, 23, 35, 37
"Set Two" has 18 numbers of the 39 possible.
Set Three: Using numbers with "NO" (1-9) numbers.
Even: 10, 12, 14, 18, 28, 32, 34, 36
Odds: 17, 21, 23, 35, 37
"Set Three" wheel would use "just" the "thirteen numbers" without a (1-9) in "Step Two".
Set Four: Using only "one" number in "Set Two" that is (1-9) and wheeling them
with the "Set Three" remaining thirteen numbers.
