People managed to win the PA 6/69 game and that really stunk. The online lottery WebMillion now defunct had a 6/96 game they thought no one could win, yet someone won the $3 million prize and bankrupted them. They went on for a short time becoming the online lottery everyone was warned not to play when they offered the majority of the next prize as a balloon payment after 40 years in the fine print.
Lucky for most of us most states offer a good balance of games so we always have some choice. Eventually people will back off the high odds games, the prizes will come down forcing a change to a different game matrix.
The real problem is the laws/rules that created the games where the prizes are limited to a percentage of each dollar taken in, so the games can only move dollars around the prize tiers, they can't improve the game overall.
