In GIMP, fractals are under Filters -> Map -> Fractal Trace, and from there you can choose either Mandelbrot or Julia. To make this fractal, I started with the same low-res image of Stat$talker's ticket, first added a bit of random RGB noise, then scaled it to 3000x3000. Then I did Oilify, then Mandelbrot with depth=3, then Julia with depth=1, then Mean Blur, and finally some color adjustment.

I sent Part of the answer as PM.
Combination generation steps:
I used byte reader to read all bytes from the image(wrote a class that can handle folder level images and pick an image randomly or directly one image based on how class is initialized) and then within the read bytes, used random position to pick data for seed.
Then I used the seed with Mersenne Twister algorithm and generated combinations. I keep the number set in a collection(e.g., 1-69 for powerball) and shuffle 100 times and pick 1 out of the number set. Java collection has shuffle + random. I do this 5 times for white ball and 1 time for red ball.
I use one random generator for white ball and one for red ball and try to replicate real draw procedure.
I am also planning to introduce machine switching by holding 4 random generators and then pick one among them randomly to generate combinations.
In addition to image random seed, I use other real random series provided by two different universities. Search "Anu Random" and "humboldt university of berlin random". They provide true random from radio active decay and photon timing.
It's good to pick seed and rotate seeds from the services and use a PRNG to generate number sets.

Maybe good to look at API's again. Unfortunately I can't use them with the php as I don't own the hosting. Which IDE's do you use?
There were good examples for line graphs that disappeared, same with word like editor, file to printing.
Special for combinatorics? I coded myself and I'm not a pro and do not have coding help and support. I can only try.

I heard people complain about API's, like weak or not sustained. Like for Excel, you needed upgrades to run all kind of VBA and with then cut the connection to not get upgrades that make the device crash again (pre period Win 10).

There is some project on Internet where you can use SQLITE SQL inside of a folder with Excel VBA.
I thought that it is nice. You could also connect to a MS databse or other on your pc.
The VBA sql recently was a problem as VBA couldn't catch errors anymore.
I also saw it fail with combinations. Maybe the updates followed and it works now.
It's all hard to maintain when things or parts start to fail or the OS is wobbly with updates in the cachette. -

There were good examples for line graphs that disappeared, same with word like editor, file to printing.

I heard people complain about API's, like weak or not sustained. Like for Excel, you needed upgrades to run all kind of VBA and with then cut the connection to not get upgrades that make the device crash again (pre period Win 10).
You can still use the true random sources - they are just http end points. ANU random doesn't even need credentials. But they do detect DOS attacks or too many requests. It's wise to use them as seed source or cache random bits and use the bits from cache.
For my personal use the limitations don't affect at all. Either people can buy true random generator(based on various internal sources - laser, atmospheric noise, photon detection, nuclear decay measurements, etc.,).
You can try to port some of the needed algorithms to PHP(Should be available already in code snippets sharing forums).

Not all APIs are bad. It depends on who is providing it. With open-source licenses and other non restrictive licenses you are free to view the code and decide. I mostly prefer existing non restrictive(license based) APIs and sometimes purchase softwares and needed products
Since many users use excel to share here, I slowly started outputting to excel and now I also use it to a certain level.

From excel, We can connect to external DB - That's also good.
To fight OS Crashes and hardware failures, always take backups every two weeks or atleast once a month. Copy the backups to two separate external/portable hard disks. Store them in a safe place.
Or keep a SSD clone of internal drive in a separate external storage.
All of these solutions were pricy in earlier days. Now this can be achieved within 300$ or lesser based on your internal HDD/SSD size.
