There are a lot of people on here who are playing the Multi States hoping to just hit the Second prize for a million or so.
Many of them are over fifty or have been playing for more than 25 years.
So, I thought of a game with better odds that is just a different version of pick 4 for longtime/older players.
If would be 4-Forty.
Instead of 0-9 for each digit it would be 1-40
The odds of a straight hit would be five times better than a second prize hit on the Multi States at 2,560,000 to one.
It would be a $2 ticket with a Straight match payout of $1,280,000 on the first dollar and the other dollar would go to the lower prizes for matching any two or three numbers. (I'm sure they'd probably add a boxed option for another buck if you wanted it)
In Michigan the odds a for hitting straight are about the same as hitting Ten spots on the Daily Keno for $250,000 and also about the same as getting a Royal Flush on the $2 Poker Lotto for $100,000

Cool idea. I'd play if the jackpot rolled over every drawing without a winner. I'd definitely play if the jackpot rolled down after hitting some predetermined max.

Those who run the lotteries love it when players look for consistency in something that's designed not to have any. So many systems, so many theories, so few jackpot winners.
There is one and only one 'proven' system, and that is to book the action. No matter the game, let the players pick their own losers.

Bet most "long time players" will tell you how difficult it is to catch a 10,000 to 1 pick-4 number straight win and you're suggesting a game that is over 250 times harder to win. Many scratch-off games offer $1 million plus top prizes too. Not trying to knock your suggestion, but only a handful of lotteries now offer 100,000 to 1 pick 5 games and many lotteries have lotto type 5/39 pick-5 games with over 4 time better odds.
If a lottery used the same 50% payoff formula as current pick-3, pick-4, and pick-5 games, more than 1 hit on the first week of drawings could break the bank. And the other secondary payoffs are separate bets on current "pick" games.

Basically, you're suggesting lots of players would purchase $2 lottery tickets trying to win $1.28 million even though the current PB and MM games offer about the same secondary prize and other prizes along with a multi million grand prize.

Even though I played worse payoff games, really don't like $2 a ticket games.

Well, the game certainly would not fly in every state due to the ability of smaller states to pay out but there are states where it would work.
Comparing it only to pick 3/4/5 games is definitely a bit myopic.
For instance, this is how it would compare in Michigan to other Michigan games
Daily Keno odds are similar but the payout is only $250,000
Poker Lotto odds are similar but the payout is only $100,000
$2 scratch ticket odds are AT LEAST double what this game would be but the payout is only $50,000 on those
$1 scratch ticket odds are about TRIPLE and the payout on those are only $5000
Similar story for $3,$5 and $10 scratch tickets...The odds and payout would be better on my suggested game.
You would have to spend $20 on a Michigan scratch ticket to get close to the payout ($1,269,034) and odds of my suggested game.
Looking at the club Keno you would have to spend way more money per ticket and the odds are way higher to match the prize level of my suggested game.
The internet games here limit the their top prizes to $500,000 and you have to spend more than $2 to go for them.
In order to get this level of Prize on a Michigan raffle you would have to spend $50 per ticket.
My suggested game is way better, In Michigan, than many of the games that they offer today.
Do the analysis VS other games in your state to see how it would compare there.
