The Wheel is Part of the File.
Perhaps I am confused but to Me a Wheeling is the Assembly of all Combinations that Match Filters, in this case it is done by position.
With this Tool, All Possible Combinations matching the Position Filters are First "Wheeled then" Filtered with OE, LMH and Repeat Count to get the Final Pool.
I hope that clears it up for you.

Cricket Man Out!
Hey Allen, I follow and read all your posts. I enjoy the fact that you don't just travel down the interstate.
You take the less traveled back roads in your search. No cookie cutter program for you. I appreciate that and want you
to know I am on the sidelines cheering you on as you speed on by. Hope you keep up the search and wish you the
best of luck. Be creative ,it's the only way!

Thank you ram.
I appreciate the kind words and your support for the effort.
I have done a bit of “Off Roading”, but mostly I think I am on the Same Interstate as everyone else. I just take a closer look at the Road itself. Jeet asked earlier if I was an Electrical Engineer. No, I am not, but I was a Civil Engineer before retiring to well I guess do Lotto Stuff. I Designed and supervised the construction of a Few Roads in my Day. Everyone has seen a road under construction and observed that it is made by placing layers of rock followed by a final layer of either concrete or asphalt. I look at the Lotto Highway as a Design and Construction Process. Rather than Roll along the surface only, I like to Cut Cross sections of the Road looking at the support. There is a Race going on up there on the Surface. Each Car is Numbered and only the First 5 Finishers matter. No matter how many times I hear that the Road does not affect the outcome of the race, I do not buy it.
The Road is made of Layers of Gravel under the hard surface. We are told that Each Car weighs the same and all have the same Engine. If this was NASCAR, we could think of the 39 Cars as Factory issued Toyotas that differ only in the number painted on their side. Every Car has the same Driver and therefore the Same Chance of Winning the Race. The Cars race down the highway and are flagged every 24 hours and the 5 Lead Cars go to the Winners Circle. I get lost in this symbolic stuff a Lot. I Imagine that there is something affecting each Cars performance. I am Old enough to remember when folks installed a metal Strap to prevent static build up and electrolysis corrosion by keeping the metal car in contact with the ground. Lost in this thought, I wonder if some force is affecting the pavement structure to favor 1 car over the other. Far-fetched, I know, but I am Dreaming my own Reality.
Being an Engineer and not a Theorist, I look at the road by recording the Impact of each car as it passes the Flagger. Instead of looking at the Winners only, I look at Every Cars Position when the flag is waved. The Fifth Wheel Tool Gives me the Data. The Fifth Wheel Tool also works in Reverse. I can Select Data that I think will hit and produce the Combinations that I hope will Win the Race. The Game stops being about the Numbers and all about the Filter Values that will Win.
Since the invention of the First Car, Travel has changed. In My Dream, it is becoming clear that the Lottery has left the Road (or never used it) and is more like a Jet or perhaps a Particle Beam. No Matter. The Tool can be modified to record whatever comes to mind and then used to create new Combinations from those New Filters.
Happy Trails.

The Numbers I posted this morning were an example. I hope no one played them because there was not a single hit.
I did Play the Combinations Listed Below and hit 5 3's and 5 2's. Played $15. Won $75 + 5 Qp"s Net $60

Might have to Pay the Master again to get the Image Manage Back. I don't know how to post a picture and find the instruction confusing because I am so <snip>ed Old.

I wish they would let us hold The QP's (they do) and make us play the same Numbers Again.

For the Record, I followed up that $60.00 profit with 16 Selections and got a whopping 1 Hit on 3 Tickets. I cashed in the $60 win and got 7 Quick Picks that spawned another quick pick.
I Took a look at combining Fifths with LMF. I have renamed LMF to Thirds in order to express it numerically,
The Table shows Thirds, Fifths and the Combination of 3rds and 5ths. Third Fifth values are = the 3rd x 10 + the 5th. Counts for each value and the Tonight’s Sjps are shown.

I, for one, can appreciate and admire your zeal for numbers on an especially large game with unobtanium odds. In years past, along with my studies on Pick3/4, I applied what I knew were the basics of the small games to PB and MM's in an effort to develop solid combos. Even then, though, the matrix was just too great for me to even remotely discover any real consistency outside of numbers that would repeat from draw to draw. Repeats became the basis for my work at that time because you've gotta have a reasonably dependable starting point to even move forward. However, this proved to be very revealing, a valuable learning curve, and the precursor to what I use now on the more manageable games. What's really, really strange is that I'm once again revisiting the large games with what I've implemented on the smaller one's! What goes around comes around, I guess. Seems what I needed was a solid filter to isolate the values, which was right in front of me, but still leaves much to be desired due to so many numbers involved. I do believe, though, that playing a particular style of combos will always yield better and more consistent results even over a short period of time. Best of luck on your quest for that key to unlock a huge win!
Small games, frequent wins, and regular payouts 'cause.....

The Fifth Wheel is a Positional Wheel. It is set to calculate a maximum of 8525 Raw Combinations (valid and invalid).
There are 10 cells for each Position on the Control Panel. The Wheel builds combinations from right to left (P5-P1). When the number of Combinations exceeds 8525 the stopping point can be found in P1. The Wheel could be made to produce more combinations by copying the Last Row for as many additional lines as desired. 8525 Seems like more than enough. Setting Position Filters gets the Raw Combination Count under 8525 so that all combinations matching the Position filters are produced.
The Wheel evaluates all 8525 Raw Combinations and weeds out those that are incomplete or contain any matching numbers. It then retains one copy of any duplicate combination.
The Wheel has a Post Processing Filter that uses Codes to Group the Combinations. The First Code is the OE_Code. When All of the Position filters are set to odd or even there is only one OE_Code present in the Combinations. If 1 or more of the OE Position Filters is turned off, there are multiple code selections and their inventories displayed. The Drop List for the OE_Code Selector show only the codes that are present in the Combinations. The Same thing happens with Thirds (aka LMH). Last there is a Repeat Count Selector. You Select from 0,1,2,3. All Combinations matching the Post Generation Filters are Listed and ready for the Draw. Entering the Draw evaluates each combination as well as the Filter Hits that spawned the Raw Combinations and counts the Hits.
And there you have it. All that is required is selection of enough filters to get the Inventory that you might want to predict or Play. Just Play today's “Cross Word” Puzzle or Number Puzzle if you prefer.

1024 Combinations are Assembled from the Numbers by Position.
The Example Below is for the 10-3-2019 California Fantasy Draw. There are 2 Sides to the Filter. The Left Side Completes the Position Inventory from the 5 Filters. The Right Side Reduces the Inventory by Selection of the OE Codes that are in the Inventory of Combinations (192 in the Example, Variable for sure). It then further reduces the Inventory by Selection of the LMH Code. Lastly it reduces the Inventory by Selection of the Repeat Count.

LEFT Side. There are 3 more Filter Lines that can be activated for any Position, Digit Sum, First Digit or LMH. The Position Inventory is Active. Each time you change a Filter on one of the 5 Lines, the Numbers change in the Position Columns and the Entire Inventory of Combinations is Recalculated. Below ↓Active Filter↓ is a list of the Filters that are On and the Positions they are On in.
RIGHT Side. The Number of Selections on the Right Side change depending on the Right Side Filters. The Drop Down Lists for Selection of OE and LMH Codes Show only those codes that are present in the Inventory of Combinations Assembled from the Position Stacks. Inventories for those codes present are shown below the Code Values. The Code and Inventory of your selection turns Green. The Summary of your election is shown in the Bottom Right Side.

Hindsight is Wonderful, If Only.
Assembling the Data is Easy. Defining the Inventory was a bit of Work but very doable. Activating and Selecting Filter Values and Codes is Easy to Do; but, hard do get Right.
JUST A TOOL, NOT A SYSTEM.
