Simulating the pool means following the premise of the game, the clue is ' the digit replacement' and the 'payout'. DC and PA pays $420,$850 respectively for a $ box bet, Ga payout is different. Do you think prediction for P5 is harder than P4 and P3 considering statistical combinatorial? If you consider the pool, P3 and P4 has more variability than P5, then P5 is manageable .
