I was going through some of Jayemmar's old post and especially his Blog and updated an Excel program from 2009.
Here is a Youtube Video that explains the Pick 3 System using Pennsylvania Pick 3 Midday drawings:

If anyone is interested in the Excel files you will need to do the following:
1. Create a new folder and name it whatever you wish
2. Download the following 2 Excel files into the new folder you created above:
https://app.box.com/s/jqzt5cqa8cmgbptwugyj
https://app.box.com/s/0ruav6w02kq0x460mg2g
The Excel files are for Excel version 2007 & 2010
Open the Excel file P3Draws. This Excel workbook contains tabs for Midday, Evening, and Combined draws for the Pennsylvania Pick 3 games.
After the P3Draws Excel file opens go to the top Main Menu and select File > Open then browse to the folder where you downloaded the 2 Excel files and open the 2nd Excel file WorkoutsDeMap3. This 2nd Excel file may take about 30 seconds to calculate all the formulas.
The basis for the system is this. There are 10 - 20 draw cycles. Each 20 draw cycle calculates the front pair, back pair, and side pair starting with drawing number 21 for Cycle 1. So it counts how many times a pair hit from drawings 21 through drawing 140. For example, if you click the tab at the bottom labeled Pick3Draws2 and scroll over to cell Q20 through S20 you should see the numbers 2 1 1. In cell E20 the winning number was 7-1-2. So we have the front pair 71, side pair 72 and back pair 12. The 2 in cell Q20 tells us how many time the Front Pair 71 occurred in draws 21 through 140 (120 draws).
Click the tab at the bottom labeled "MaxFrequencies1" then scroll over to cell column Q. Starting in cell Q6 are the boxes (not combinations) and to the right how many sets are in each of the boxes. So for example, in cell R6 for Cycle 0 there are a total of 27 possible combinations (sets) if we were to play these sets for the next 20 draws which actually started on August 1st.
Intresting is box 100 in cell Q42. The 100 represents the following: 1 pair hitting in drawings 21 though 140, 0 pair hitting in drawings 21 through 140, and 0 pair hitting in drawings 21 through 140. The interesting thing is that the 100 hit 9 out of the last 10 cycles. See cell AQ42. There are a total of 37 sets to play. If you click the Tab at the bottom labeled "AllMaps" you will see the 37 sets I have filtered in column A for the box 100 in column C.
If you click the tab at the bottom labeled "FrequencyModel" and scroll over to cell Z5 through AP24 notice I already entered the 4 Pennsylvania Pick 3 draws so far this month. On August 1st the winning number was 106 and the box was 121 (cell AL24) which if you played this box 121 contained 33 possible combinations Cell AP24. Notice the winning number for August 3rd was 841 and the box was 320 and total number of sets required to play was only 5 (044,215,217,841,927). To generate the sets you would click the Tab at the bottom labeled "AllMaps" then in cell C1 click inside the box and from the selections check 320 which will give you the 5 sets.
But as I mentioned above we are playing box set 100 which contains 37 sets. Simce this box set has hit 0 out of the last 10 cycles. 016,066,082,086,141,142,144,154,222,282,283,327,367,450,490,495,513,518,558,618,716,717,718,738,766,767,768,796,798,867,980,983,984,986,990,995,996
