"There are a lot of things you can do to rule out 'impossible' combinations (I know, I know: nothing is 'impossible'), and that would eliminate a few million combinations."
Like 3 months ago i found a website that claim that there are certain combinations likely to play more often. That they knew which combinations to play and all you had to do was give them your combination that you wanted to play and they would custom-made your combinations for the lottery...
I believe that there are combinations likely to play that are 1.33% of the 150 million total combinations but you would have to know how to tailor/filter the total 150 million combinations...

I can personally tell you all kinds of two-number combos that are likely to hit, it's getting all 5 numbers and the PB together that makes this fun.
In fact, I think quite a few of us here can give out 3 numbers that have a higher likeliehood of hitting, it's going beyond 3 that's the killer. Saturday, I had 2-11 in one game, and 16-41-42 in the followng game. Oh well, throw me a grenade.

I would also buy me a Supercomputer (don't know how i didn't said it earlier) like the Earth Simulator and i'll start simulating the lottery...I would try and crack pick6, pick7, pick10 and Keno..And i wouldn't do it for the money but for the fun & thrill of it...Once i know i can hit those lotto very often, i would open up a website and start selling people numbers for the lotto..They pay a membership and they get the numbers my supercomputer spits out..I'll make sure my supercomputer and do 500 billion calculations per second..I would then get me a replica of the machine most lottos use and i'll take its measurements, like lenght, depth, timing, size of balls, etc..I would then, feed this information to the supercomputer and re-enact (reconstruct) the process of ball collitions that led me to what play..I would do this with like 50 draws (or the entire history), and i'll then find out the direction the lotto draws are headed..Perhaps i may not get the exact combination the lottery is headed to, but perhaps i can find out in what set of group of combinations the lotto is headed...I'll map out all the combinations and set them into categories or group...If i re-enact (reconstruct) the history to lead me to what play, i'll find the personality of each previous draw and this would better help me in my quest to find what's the next combination going to be or in what set/category..I call this process Re-enactment of draw history...If you don't get it, is like reconstructing the scene of a car colition before it happened..Stuff like car speed, time of breaks, type of cars, etc would be helpful..
I would do this with RNg's also..For RNG's i'll hire the best mathematicians, experts in seeds and stuff like that...

I would be basically studying the trajectory of the bouncing lotto balls..

You get a little bit more crazy with every post you make....
You can't study trajectory of a ball when other things get in the way, such as other balls....
And you can't study the trajectory of the other balls when 2-3-4 of them crash together and change the trajectory of everything else...
Beyond all of that, if you had a sure-fire way of predicting ANYTHING with any amount of certainty, you most likely would be silly to share it with anybody, don't you think ? Why let someone else win when you can win, and then delegate large amounts of money to the charities you described earlier ?
I do a pretty good job of painting what will happen with PB, but there is no way I can predict the numbers, only scenarios based on long-term AND short-term history, the numbers fall unto themselves.

I think it was 3-4 years ago an Australian Syndicate spent around 7 million dollars and won the jackpot - but it was only around 20 million they won. There are a lot of things you can do to rule out 'impossible' combinations (I know, I know: nothing is 'impossible'), and that would eliminate a few million combinations.
Pumpi: while I admire your intentions, I would only put money into something I could personally have a hand in. You said you didn't like some things the UNCF does, and likewise I don't like quite a few of the things the United Way does. I really hope I don't touch any nerves here, but I think of the billions or even trillions we (as a world) have put into cancer research, and I don't think we are much closer to solving that puzzle than we were 20 years ago. It does make me wonder... and yes, I have lost family members to cancer.
On one hand, I would love to fund a gym that is open 24 hrs for kids to congregate at and get involved in things, but on the other hand, no kid needs to be in a gym at 3 am - or even midnight, where are the parents ? Either one of them ? And if you are open at 3 am, you are probably the ONLY place that is open at 3 am, and that leads to bad elements hanging around and causing trouble.
I'm all for funding student loans, I've said that here a million times: show me a kid that WANTS an education, and there will be money for them. I paid for my own education, so I don't believe in totally free handouts. You show me great grades, or better yet, you show me how you have done in medical research, and I may forgive your student loan debt, or part of it. Show me something you are actively doing to make the world a better place, and I will think highly of you, education-wise, and you will be rewarded.
I think to fund 'easy' lotteries is misguided, and defeats the purpose. Why don't I just think of a number, and if you guess it, I will give you $100 ?
Anyway, you cannot just pour money on something and think it will fix it, no matter what it is, the world generally does not work that way.
You're right, except that it was all the way back in the early 90's. They actually bought an entire business that was already a lottery retailer (a chain with 35 lottery machines), closed it to the public and printed tickets for 3 days straight. They reportedly managed to print about 6 of 7 million possible combinations, spent a bit of time freaking out because they didn't have their sure thing, and then found that they did have the only winning ticket. The Virginia lottery said that they had broken lottery rules, but paid anyway when they couldn't prove that the winning ticket itself had been printed in violation of the rules. The syndicate was reportedly investigated by the CIA, FBI and Internal Revenue Service in the United States, and the Australian Securities Commission, National Crime Authority and the Victoria Police gaming squad, though it was decided that no laws were broken. The Virginia lottery later changed the rules to prevent a reoccurrence. I couldn't find any specifics on how well they did for a profit, but I'd guess that their expenses would have been at least $7 million or so (tickets, buying the chain of stores, operating the machines and sorting through the tickets, etc). The payout was an annuity of about $1.3 million per year, and the guy who put the thing together died a few years later in debt to the tune of about $500,000. The syndicate reportedly had 2500 members, so assuming equal shares, everyone is collecting about $520 a year from an initial investment of $2800. A decent rate of return, though not stellar, on a modest investment.
Though this shows that it worked once in the past I think it shows that it's unlikely it will happen again in the future. With about 5 of 7 million tickets you could be fairly certain that you'd do what probability suggests and win back 20% of your money in lower tier prizes, but I don't know how practical it would be to wade through the tickets to claim all of the smallest prizes. Even assuming it was easy enough (and cheap enough) to claim the $1 million in small prizes, there was about a 20% chance of losing the remaining $6 million investment. Risking a 20% chance of losing your money against an 80% chance of doubling or tripling it might make sense, but that risk against an 80% chance of getting 20 years of a 17% return doesn't.
Factor in new rules and games were the odds are far higher and I can't imagine it happening again.
As far as charities and what to do with a billion or more, that's what friends are for. Unless you want to continue working full time you can't limit things to those you have your own hand in. Starting and funding a charity that would employ a few of your friends and family would be the way to go. You could be chairman of the board and set the basic rules, while leaving it to others to run the daily operations.
Personally, like several others here I'd fund a lot of animal causes, including free or low cost spay and neuter clinics. As for your comment about kids in the gym at 3 am and their parents, a low cost spay and neuter clinic for people would be a good idea, too, except that very few of the right people would take advantage of it. You're right that pouring money on a problem often won't fix it, and while a few million could take care of most of our personal desires, even 10 billion dollars is chump change when you're talking about problems on a big scale. If you waned t be a serious philanthropist you could go through a billion dollars a year without even trying hard.
