I recommend covering up QR codes, bar codes, and number codes that are on lotto receipts, including scratcher cards, before posting a photo or video or the lotto receipt online. Sometimes a thumbnail of the photo is encoded in the file, so post editing the photo to hide these identifiers still might not be good enough, because the info is still encoded in the thumbnail info. I can understand video evidence of someone throwing a ticket into a garbage can demonstrates intent to abandon a ticket. Video evidence of someone accidentally and unknowingly dropping a ticket to my mind does not demonstrate intent. They simply lost their ticket. If at a later point in time I find it lying on the ground, and it's not signed on the back, then it's mine. I rarely buy scratch off but when I do, it's the Five dollar tickets. I would research the ticket jackpot wins switch buying locations. Not sure if it's true but a lottery winner has a video clip where larger winning lottery scratch off tickets are never sold at same location.

If the first lottery operator viewed the CCTV footage and determined the prize money should be split, there must be something in the video that supports the boyfriend's assertion. If the boyfriend was lying, his claim would have been denied by the first operator.
