Florida LLC revealed to have claimed $1.6 billion Mega Millions lottery jackpot
Exactly my thoughts. If the doctor had a winning ticket of more than $600 that he must redeem at a Florida Lottery office prior to September, then his name and address was saved in The Florida Lottery's database. When The Jackpot Winners and Retailer Information Report was created in September, it's very plausible that his name was placed on the report either by a software program error or it was manually put on the report in error by someone that works at The Fla Lottery. California man reinvests $500 lottery win into scratch-off book, scoops up $1 million prize
If you were the owner or manager of the store I guess you could secretly x-ray all the scratch offs when the store was closed, set aside the books or rolls with big winners, sell them to your buddy, and leave the duds in the store to be sold to unwitting customers. This scam sounds familiar. Wasn't there a news story about a retailer who did something similar?

CA SuperLotto slow-build 6 months
But what about that makes it illegal you are still getting the tickets from a retailer of sorts and I can make the same point as @think Regardless of all that and even tho the sales are up by quite a bit the jackpot keeps growing 1M at a time and I have actually just out of curiosity called the lottery and asked and they couldn't give me an answer as to why this is. This game is exhausting

Not surprised that a large jackpot winner was sold in a Publix located in Florida. Seems to me like there is a Publix on every corner in Florida with new ones being built everywhere. Publix is the largest lottery retailer in the state, and Florida has the 3rd biggest population in The USA. G5
