I admire him sticking it out as long as he did. Remember some politicians wanted to get rid of the lottery altogether! They draw pick 3 or Pick 4 four times/day except for Sundays. I think you are getting a little mixed up. The 36 second prize winners each got 1M because each bought their own ticket. So there were 36 tickets that had the same numbers. In a lottery pool of say 10 people. You won't buy 10 duplicate tickets for each member. So if in your collection of tickets one wins the second prize.
