The odds favor the state. When the state sees the profits go down they change or kill the game. Statistics are nice for breaking the game down, categorizing what has happened, finding niches that will win at some point but are not reliable every draw. I like this pattern in NYL but it's hard cuz NY likes to repeat everything. 30/56/78 pairs.
