I guess they're just trying to differentiate Gopher 5 from Northstar Cash, which doesn't make much sense because they're already pretty different. You want to increase sales? Easy, bring the balls back. Nobody wants to have a cartoon draw their numbers (which is what the casual player sees).

Maybe MN thinks Hot Lotto won't be around much longer. MN has a decent-sized population however.
