Iowa woman tries to cash stolen lottery tickets

A Des Moines, Iowa, woman tried to cash voided Iowa Lottery tickets she stole while working at a company hired to shred old tickets, police said.

Chandi Kelly Ramirez, 38, was charged with forgery of a lottery ticket.

Ramirez worked at International Paper, which has a document destruction and recycling division in Des Moines, police reports show.

An Iowa Lottery employee told police International Paper employees picked up a large quantity of lottery tickets from their warehouse on March 1. The tickets should have been destroyed March 8, police said.

Ramirez allegedly tried cashing two of those tickets March 16, at a convenience store and at lottery headquarters, authorities said.

Investigators identified her with the help of the convenience store, authorities said. Ramirez told detectives she bought the tickets from another International Paper employee, but investigators determined she had acted alone, officials said.

A warrant was issued for Ramirez, and she was arrested Monday.

1) Stealing lottery tickets which she was accepting payment to destroy, or

2) Attempting to include others in own obstruction of law(s).

Why did they need to shred the tickets? Are these expired tickets or valid tickets but have passed their end of sale dates?

Probably ended games. Many games are ended well before they sell out. Some have 30-40% of tickets unsold at the end date, so they'd need to destroy millions of tickets when those games are pulled.

It never even dawned on me that they would require shredding. I thought the computer would simply decline them if a person tried to cash them in. As wicked of an act this maybe, she was clever to find this loop hole. Now to find thirty days in the hole..or more!

I can only think of two possibilities for dealing with ticklets that are left over when a game ends. One is to destroy them, and the other is to warehouse them until after the latest possible date for claiming the prizes. The latter costs more than destroying them, and risks the possibility that people get them and try to claim the prizes. If somebody gets  some of the tickets and sells them in a store the people trying to claim the prizes might be innocent people who have acted in good faith. It also means retailers wasting a lot of time when people attempt to cash them in.
