The Green Bay Packers and the Wisconsin Lottery are teaming up, and it may open the door for other forms of gambling to advertise at Packers games.

The partnership features a new, $10 scratch-off game offering a top instant cash prize of $50,000.

There's also a second prize.

"I think the fans will also be very excited about the second-chance prizes," Packers president/CEO Mark Murphy said, "which will include the chance to win four club seat tickets for three years. So I think Packer fans across the state are going to be excited about that opportunity."

Those club seat tickets are for all Packers home games, including playoffs, for the 2010, 2011, and 2012 seasons.

It would also allow the winner to purchase those seats for future seasons.

Other prizes include two suite tickets for a game in 2010, the chance to hold the American flag on Lambeau Field during the national anthem, and gift cards to the Packers Pro Shop.

The state is hoping to make about $2 million for property tax relief.

"We are so excited about it. We think it's going to be a win-win-win for the State, for the citizens of Wisconsin, as well as for the Packers and our fans," Murphy said.

It does raise some questions. The NFL has banned gambling and casino advertising during games. The Wisconsin Lottery will now have billboards inside the stadium.

"I see this as quite a bit different," Murphy responded, "and the league, obviously, we looked at this and felt there was a pretty big distinction between those two -- scratch-off games and gambling on NFL games."

The NFL has always shied away from gambling but the Packers have maintained a close relationship with the Oneida Nation, which is hoping this could lead to a relationship with their casinos as well.

"I think this kind of opens the door," Crystal Holtz of the Oneida Casino said. "I mean, at least the first step. I don't know that it will happen tomorrow, but that's kind of up to the NFL."
