The New Jersey Lottery is offering a special New Year's drawing in which a limited amount of tickets will be sold for four $1 million prizes.
Tickets for the drawing, called "Million Dollar New Year," go on sale Monday, lottery officials said in a statement.
Officials will sell 500,000 tickets costing $20 each, giving contestants a 1-in-125,000 chance of winning one of the four top prizes. Each ticket will have a unique nine digit number on it, and players cannot pick their own number.
Tickets will be sold wherever regular lottery tickets are sold.
The winning tickets will be drawn at N.J. Lottery Headquarters on Dec. 31 and not during the New Jersey Network's daily televised broadcast.

When will the drawing take place?

In the event that all 500,000 raffle tickets are not sold by December 30, 2006, the GLC may extend sales and the drawing date until all tickets are sold.
How will the winning raffle tickets be selected?
The GLC is very serious about the security and integrity of our games. The winning numbers will be selected by a computerized random number generator. The random number generator software has been certified using widely accepted statistical analysis formulas by Gaming Laboratories International, an outside gaming device and systems testing laboratory. As with all Georgia Lottery drawings, representatives of the Georgia Lottery Corporation's Security Department and an external auditor will be present to conduct and certify the drawing.
Can a Millionaire Raffle ticket be canceled?
No. Millionaire Raffle tickets cannot be canceled.

Looks like lots of states are jumping on the bandwagon that Pa. started a year ago. I'm not a $20 raffle fan, despite it's charms, but do agree that if one is going to splurge $20 on lottery tickets at one time, scratch offs is the way to go, no matter what the denomination.
I do find it ironic, that when Pa. started it's original lottery in 1972, one of the things I heard quoted is that one of the intents of having a lottery in Pa. was to keep the money in the state, and not have people going to New Jersey to buy tickets." At the time, there were only maybe 3 other states (NY and NH being the others). And if anyone remembers, that first Pa. game was really unique in that the winning combinations were not as straightforward as New Jersey's (and New York's). Fortunately the second game (after the flood) was better, best being the Cash 50, last of the pre printed tickets.
Se what comes around must go around, Perhaps a return to the 70's with a weekly or monthly raffle, perhaps costing much less, ($1 to $5 ) Sell limited 1 Million tops tickets. Winning determined by matchin all 6 top prize, first or last 5, 4, 3, and maybe 2 win smaller prizes? Why not? It would depend how fast ticket quota would sell; but the $20 tickets seem to go fast enough to have drawing sooner. Pick numbers on live TV mechanically; (Before TV daily number, does anyone else remember how PA picked it's first 50 cent games? I did. It was a regular site, drawn as a stage show in various venues around the state with some unique gadgets, envelopes, and spinning wheels.

I am assuming the drawing is computerized because how else would it be done? Being a SIX-DIGIT number (I guess 000001 thru 500000), it would be impossible to use a draw machine (you might if you had 5 digits and one of them was only 0 thru 4), and with 500,000 tickets it would be difficult to have a person pick it from some giant drum. The only practical way is a RNG and thus you wouldn't see much if they showed it to the public. I just hope they only use this RNG for the Raffle game and nothing else.
As for scratch-offs, the odds might be a lot higher. At least with this one you KNOW THAT on Dec. 31 someone will win something.
One thing though. I read that in PA there were dozens of unclaimed tickets for smaller prizes (i.e. $1000), which is quite a few. People bought it and forgot about it later on. Pin the thing on your refrigerator or somewhere you'll remember to check it over a month from now!
GEEZ...and I ripped on Michigan for such a lame rip-off ..I mean raffle.... nj is only 4 -1 mill prizes only 5 - 100,000 and only 500 - 1000...this is really a rip-off...michigan has 5 -million (annuity)..10 -100,000 and 750 - 1000...but i guess it is what it is...a raffle
Yes, I also figured the FL Raffle has to be computerized. After all, they are picking 10 millionaires and 20 $100,000 winners and 100 $10,000 winners. I doubt if they will spend the time picking the winners one by one. Also, since the 6 digit number is being "randomly" chosen by the terminal and I'm assuming it's also silmutaneously entered into the drawing. How does the player know this is being done? I guess like the electronic voting machines, you just have to keep the faith that your information is being processed!
